The purpose of this study is to analyse the over-depopulation characteristics of village unit in rural and fishery region. In addition, improvement in rural living environment for residents wish to raise. The main results are summarized as follows. First, increasing depopulation village, and the poor living environment for the depopulation of villages. Second, depopulation village characterize the type of hardware and software is required.
