The purpose of this study was to explore the formation of power between elementary school teacher and students in physical education class. This study focuses on a concept of Niklas Luhmann's power concept perceived as positive and productive opposed to a concept of power exercised coercive and restrained way. There are two research problems. First, what are the characteristics of power relation between teacher and students in PE class. Second, how is power relation recognized to students. The research was conducted from April, 2014 to May, 2014. Two teachers were selected and 4 students are interviewed. Data which were collected using in-depth interviews with teachers and students, non-participating observations were analyzed inductively. Findings are as followed. First, the characteristics of power revealed 2 types that 'openness', 'keep the distance' . Second, students' recognition of power exercised by teacher was revealed that 'acceptance', 'submission', Although there were differences between 2 types of power, it reduced the uncertainty of communication partly between teacher and students and operated as a medium of improving communication as Luhmann mentioned.
