건강개념의 변화에 따라 건강보호체계는 치료의학모델에서 생활모델로의 전환이 필요하며, 생활모델에 기반한 노인건강보호체 계가 지역 포괄적 노인케어시스템이다. 이 시스템의 핵심 요소는 지 역성과 포괄성이다. 지역성은 지역의 건강욕구를 파악하여 지역의 특성과 관습, 가치에 따라 해결방식을 모색하여 주민참여에 의해 서 비스가 제공되는 것이고, 포괄성은 서비스 유형과 제공주체, 대상의 포괄성으로 보건ㆍ의료ㆍ복지 문제를 해결하기 위한 각 전문영역의 통합적 접근을 의미한다. 본고에서는 대상자의 포괄성이라는 입장 (grand & general)에서 지역 포괄적 케어시스템 구축을 위한 이론 화 작업의 필요성을 정리했는데, 그와 같은 시스템 구축을 위한 과 제로는 ① 지역사회의 가용가능한 자원의 개발과 조직화, ② 지원주 체 간의 연계와 협력체계의 구축(네트워크), 그리고 ③ 시스템의 터 미널로서 지역포괄케어센터와 같은 중간조직의 설립 운영과 외부 기술혁신의 적극적 도입의 세 가지에 초점을 맞추었다.
This paper was to review the theoretical tasks of the comprehensive regional care. There is a need to convert the health care and protection system from medical model treatment to daily life model in accordance with the adoption of new health concepts. The daily life model understands health as that allows the elderly people to lead normal daily life and the comprehensive care system for elderly is the health care and protection system based on this daily life model. Comprehensive regional care for the elderly refers to provision of overall and integrated services including cure and care services, support for daily life including residences to all the elderly people within the unit region. The core elements of this support system include regionality and comprehensiveness. In the level of service a greater objects, theoretical foundation should be consolidated for the establishment of grand and generalized comprehensive care system from the perspective of the comprehensiveness of the subjects and pursued this Study under this theme.
