The purpose of this paper is to suggest solutions to several problems involved in the elementary
school teacher qualification test under a new education system designed for 'Physical Education
Emphasizing Physical Activities'. The test’s validity as a national qualification test is examined and
the problems are diagnosed after analyzing the questions, which were drawn from a set from the
subject of physical education gathered since 2011.
As a result, it turned out that the question items were not diverse or suitable enough to select an
eligible physical education teacher of a secondary school. This means that the qualification test is
not an appropriate standard of judgement for the selection of teachers of the subject.
To improve the above-mentioned problems, practical tests are required, especially considering the
characteristics of the subject - physical education. Furthermore, a wide variety of question items
should be included to evaluate their higher-thinking ability.
