이 연구의 목적은 일본의 지역 교육력 향상을 위한 도도부현의 역할 및 시책을 고찰하여 한국의 지역 교육력 향상을 위한 정책 수행에 시사점을 얻기 위한 기초 자료를 제공하는데 있다. 일본의 경우, 지역 교육력 활성화를 위해 정부의 정책적 차원에서 대처하고 있다. 따라서 일본의 사례를 통하여 지역 교육력의 의미와 지역 교육력 향상을 위한 추진 방향성을 탐색할 수 있으 리라고 본다. 일본의 지역교육의 교육․문화․스포츠 등의 진흥을 담당하는 교육행정은 지방자치의 취지에 근거하여 지방공공단체에 의해 행해지는 것이 기본으로 되어 있다. 한편 국가는 교육제도의 틀을 제정하거나 학교설치기준, 학습지도요령 등의 기준설정, 필요한 재정지원 등을 행함으로 써 전국적인 교육수준의 유지향상을 도모하는 역할을 맡고 있다. 각 지역 교육위원회에서는 지역의 교육력을 향상시키고 활용하기 위해 문부과학성이 추진하는 이상과 같은 사업을 위탁받아 수행함과 동시에 각 지역의 실정에 따른 유사사업을 추진하고 있다. 그리고 일본 전국의 47개 도도부현 교육위원회의 교육장으로 형성된 협의회[全国都道府 県教育長協議会]를 통하여 주요 시책 및 추진 방향을 공유하고 있다. 이러한 일본의 지역 교육력 정책은 지역의 교육적 기능을 회복하고, 지역의 모든 교육주체가 공동체의식을 발휘하여 학교교육의 정상화를 이끌고자 하는 교육개혁의 새로운 시도라고 할 수 있다.
The purpose of this study is to investigate the role and policies of the prefecture for the improvement of local education power in Japan provide a basis for obtaining the implications for policy implementation for the improvement of local education power of Korea. In the case of Japan, the government is coping at the policy level to enable local education power. In the Board of Education of each region, in order to take advantage of to improve the educational power of the region, to carry out the commission business, in accordance with the actual situation in each region . Then, share the main measures and the propulsion direction through the Council, which is formed by the superintendent of the education committee of the 47 prefectures of Japan. These policies of Japanese local education power can regain the educational function of the area, and all of the education subject of regions to demonstrate the community awareness, that a new attempt to education reform to lead to the normalization of schooling.
