The purpose of this study is to investigate the role and policies of the prefecture
for the improvement of local education power in Japan provide a basis for obtaining
the implications for policy implementation for the improvement of local education
power of Korea.
In the case of Japan, the government is coping at the policy level to enable local
education power. In the Board of Education of each region, in order to take
advantage of to improve the educational power of the region, to carry out the
commission business, in accordance with the actual situation in each region . Then,
share the main measures and the propulsion direction through the Council, which is
formed by the superintendent of the education committee of the 47 prefectures of
Japan.
These policies of Japanese local education power can regain the educational
function of the area, and all of the education subject of regions to demonstrate the
community awareness, that a new attempt to education reform to lead to the
normalization of schooling.
