It is recorded that there were Ilbeol(一伐), Ilcheok(一尺), Piil(Padan, 波旦/彼日) and Acheok(阿尺) under Gan(干) as the local official position ranks in the Oewi(外位) of the Samguksagi(三國史記), History of the Three Kingdoms. However, on the wooden document excavated from the ruins of Seongsan mountain castle(城山山城) in Haman(咸安) ‘Geupbeolcheok(及伐尺, 急伐尺)’, another Oewi rating was written in Chinese ink. This wooden document was from the period of King Jinheung(眞興王) of the Silla(新羅) Dynasty. In addition, the letters of the Bongpyeong-ri stone monument(鳳坪里碑)(AD 524), which were read as ‘Geo△cheok(居△尺)’ in the past, can be read as ‘Geobeolcheok (居伐尺)’. Geobeolcheok(居伐尺) is considered another expression of Geupbeolcheok(及伐尺). It can be clearly seen that there was a Oewi called ‘Geupbeolcheok’ through the excavation of new wooden documents and the re-reading of the existing inscription materials. However, the rank, Geupbeolcheok was not found on 10 Namsansinseong stone monuments(南山新城碑)(AD 591), which contain abundant expressions related to the Oewi. In addition, Geupbeolcheok was not mentioned at all in Samguksagi, which tells about the situation from the 13th to 14th year of King Munmu(文武王) when the Oewi system was going to disappear. Therefore, Geupbeolcheok seems to have been the early Oewi system of the Silla which functioned in the period from King Beopheung(法興王) to King Jinheung(眞興王). The early Oewi system was ranked under the Gan with the grades of Ilbeol, Ilcheok, Padan, Acheok, Sacheok(沙尺), Geupbeolcheok, and Ilgeumji(一今智). This is because the local government rank system of “Ganji(干支) - Ilgeumji”, which functioned before the stage of Naengsu-ri stone monument(冷水 里碑) (AD 503), remained as retired residue without disappearing, and the new Oewi system of Ilbeol, Ilcheok, Padan, Acheok, Sacheok, Geupbeolcheok, which was established in the statute of the King Beopheung(法興王), coexisted at the same time. Since then, Ganji, which has the meaning of the chief, seems to have been changed soon to the name of Haganji(下干支) in the Oewi system. Ilgeumji was also estimated to have vanished in the days of King Beopheung. On the other hand, Sacheok and Geupbeolcheok also seemed to have vanished before the time of King Jinpyeong(眞平王). Judging by the Junseong-ri stone monument(中城里碑), only Ilbeol was set up under Ganji in the Six Division(6部) of the capital, and only Ilgeumji was set up under Ganji in the local governments. The Ganji of Six Division was politically divided into the different ranks in the central government: Ilbeolganji, Ilganji, Pajinganji, Aganji, Saganji, and Geobeolganji(Geupbeolganji). It is considered that the local official position ranks followed the same Oewi system as the central, there were positions like Ilbeol, Ilcheok, Padan, Acheok, Sacheok, Geobeolcheok(Geupbeolcheok).
