So far, the welfare system for veterans has developed focusing on improving patriotism and systemizing welfare services for veterans. In the structure of the welfare governance that changes into region-centered welfare paradigm, the welfare service delivery system for veterans is in line with the social welfare delivery system in a large sense. The role of governance that focuses on patriotism and welfare for veterans reflects the characteristics of local governments in terms of welfare services for veterans and the base of government’s policy to prepare for security and peaceful reunification. The connection of patriots and veterans affairs and welfare of veterans is the major task of welfare governance for veterans aimed at peaceful reunification that follows the Framework Act on Veterans Affairs and looks through past, present, and future. This study examined tasks through the introspective recognition of the central and local governments about patriots and veterans affairs and welfare for veterans that are aimed at the unity of the people and the development of the country. The study also reviewed the project of rewarding veterans and the effort to cherish and protect the country. In that respect, it makes suggestions about the expansion of reward for veterans and welfare for veterans to practice the welfare governance for veterans and the reunification welfare governance. It also proposes to promote the extension of education about security and reunification, and the tasks creating the culture of rewarding the veterans.
