The purpose of this study is to present the activities of museums in each level by analyzing the political functions of museums which are related to the appearance and operation of museums. For this purpose, the level of the museum is divided into international, state, and local. The characteristics of each museum are analyzed to recognize political characteristics of the museum. In addition, the practical direction of the museum on each level was identified. and recognized how it links with the political characteristics of the museum. In the local community, it has the potential to lead the cultural expansion of the region by playing the educational function. In conclusion, it emphasizes the need for a link between museums and civil society by judging the value of civil society in the management of a series of museums, and it means that museum is not simply a place that shows past history, but it can also function as a cultural space that communicates with society while meeting various social demands. Therefore, the purpose of this article is to classify the level of museums and to identify characteristics of each level.
