우리나라에서 사회적 네트워크의 중요성에 대한 인식과 정책적 수요는 지속되고 있 으나, 실제 정책화를 위한 체계적인 연구는 수적으로 여전히 미흡하다. 지속가능한 국 가발전은 경제성장과 사회통합 위에서 가능하다는 점에서 사회적 네트워크의 정책적 활용을 위한 보다 체계적이고 심층적인 사회적 자본연구가 요구된다. 이러한 견지에 서, 이 연구는 사회적 자본의 핵심 구성범주인 사회적 네트워크의 정책적 활용성을 선진사례를 통하여 탐색하였다. 선진국들의 사회적 자본 논의는 대부분 네트워크나 신뢰에 초점을 두고 있다. 이에, 이 연구는 사회적 네트워크의 정책적 적용을 연방정 부차원에서 체계적으로 모색해 온 캐나다의 사례를 통하여 사회적 네트워크 중심 사 회적 자본정책의 개념성과 활용성을 탐색하고, 우리나라의 맥락에서 가지는 교육정책 적 함의를 짚어보았다. 이 연구의 결과는 사회적 자본의 정책적 활용성에 대한 이론 적인 이해도를 높이고, 현재 진행 중인 교육정책연구들에 유의미한 시사점을 제공해 줄 수 있을 것이다.
As social capital draws global attentions, Korean scholars and policy-makers have recently shown a keen interest in its research and policy application. The scholarly articles on social capital have been growing so far, and the government authorities have seemed to agree on applicability of social capital for public policy use in Korea. However, the current efforts have not yet attained the systemic and effective level in both research and policy application of social capital. In that nation's sustainable development is just achievable only with economic growth and social integration, it needs more systemic and in-depth researches on applicability of social capital for public policy use. In this light, this study reviewed canadian case. Canada is one of the most enthusiastic countries where social capital studies have been flourished in terms of policy application. The study concentrates attention on how canadian government evaluates and utilizes social capital as a public policy tool and what educational policy implications in Korean context are from the case. The findings possibly contribute to increasing the understanding of social capital as a policy tool in Korea.
