본 연구는 보훈의 이념을 바탕으로 통일을 지향하는 보훈복지국가 한국의 국민통합 방안인 “나 라사랑”과 “나라지킴” 운동의 기본 방향 모색을 목적으로 한다. 국민통합을 이끄는 나라사랑과 나라지킴 운동은 국가정체성을 바탕으로 선제보훈과 통일을 지향하는 보훈복지거버넌스의 과제이 다. 따라서 국민통합의 기본 이념이 되는 보훈정신과 보훈복지제도를 고찰하고 민관학의 협력을 촉 구하는 보훈복지거버넌스의 과제를 성찰하였다. 이에 보훈복지와 군인복지 연계, 통일지향 보훈복 지거버넌스 구현, 나라사랑 운동으로서 보훈정신과 국가정체성 및 국가상징 교육, 나라지킴 운동으 로서 선제보훈과 보훈단체의 역할, 통일교육과 통일지향의 협력 방안을 제언하였다.
The purpose of this study is to figure out ways for private-public cooperation and roles in governance in terms of the movement of “Loving the Nation” and “Protecting the Nation” in Korea as a state for the sake of veterans welfare pursuing the enhancement of mind for veterans and also national reunification. Accordingly, the author has considered veterans welfare systems for those subject to veterans welfare, how to connect veterans welfare service delivery systems with soldiers welfare service delivery systems, and also roles demanded to veterans welfare governance promoting cooperation in the pursuit of national reunification. As a result, it has been found that the roles of veterans welfare governance pursuing preemptive veterans welfare and peaceful national reunification are to support the establishment of mind for veterans welfare and national identity to integrate the people through loving the nation, promote roles in preemptive veterans welfare and also veterans welfare groups through the movement of protecting the nation, and also encourage cooperation for education about national reunification and national reunification itself. Being aware of the importance of roles in veterans welfare governance pursuing national identity and national reunification, as ways for integrating the people in the state of veterans welfare supporting private-public cooperation, this research has investigated how to love the nation and protect the nation grounded on participation and cooperation.
