The aggressive behavior that appears in childhood and is closely related with aggressive
behavior in the youth and adult periods, suggesting that it can predict anti-social behavior
such as violent behavior, criminal behavior and spousal abuse. Therefore, it is necessary to
systematically deal with school violence in child education institutions on the aspect that
conflicts between children born out of childhood education institutions. Things such as
vulnerablity, bullying, and linguistic violence will become school violence afterwards. This
study considers the basic policy of prevention of bullying in kindergartens attached with
Yamagata University that are carrying out the basic policy on bullying prevention. This is
according to the self-regulation of child education machines and suggestions to the Korean
education educator and tried the following issue on the subject. One, a teacher education
program that can raise the teacher’s perception of bullying must be implemented. In
addition, efforts made in advance to prevent bullying can be done by developing and
disseminating a playing program that can be adapted in the group as a program for
young children. Three, parents education programs should be developed so that proper
human gender education is done at home, so that parents have a correct attitude towards
child rearing, and are able to understand the personality of the child further.
