The purpose of this study was to examine non-response after tier 1 or 2 thru two tiers’ RTI for
first graders in elementary school, any possibility of early decision making for referral in
between tier 1 and 2, and any barriers for referral process. For these purposes, the total four
classes of 1st graders in an elementary school were received two tiers RTI at the beginning of
second semester. Each class included 24 1st graders, and total 96 students were included. Each
tier duration was about 6 weeks with one week preparation before starting each tier. To decide
non-response, dual discrepancy model for tier 1 and benchmark for tier 2 were applied. As the
reseach results, first, the non-responders screened after tier 1 were found out as the same ones
already in the target of their classroom teacher. Second, the Dyslexia Screening Checklist and
the Meta-Cognition Test adminstered after tier 1 predicted the possibilities of reading disabilities
(dyslexia). Third, non-responders after tier 2 were the same ones after tier 1. Fourth, early
referral after two tiers was impossible due to no agreements of parents of target first graders.
The cause of these results was discussed in discussion.
