The purpose of this study was to examine the relationship of the
perception of child welfare institution personnels on child abuse and their
awareness of obligation of report to their attitude toward obligation of
report.
It's specifically meant to investigate the perception of child welfare
institution personnels about child abuse, to raise awareness of the
importance of child-abuse prevention, to help child welfare personnels view
child abuse as one of grave problem situations and actively cope with it,
and ultimately to step up the revitalization of the mandatory child abuse
report system and the establishment of a therapeutic service system.
The major findings of the study were as follows:
First, the child welfare institution personnels perceived that a lot of child
abuse cases took place. The type of child abuse that was considered by
them to take place the most was physical abuse, followed by sexual abuse,
emotional abuse and neglect. Second, they were well cognizant of the
mandatory child abuse report system, and they were well aware that they
were mandated reporters as well. Third, they considered it very necessary
to report in case of finding any abused child, and they regarded welfare
center personnels as the primary mandated reporters. Fourth, the
correlation of their perception of the different types of child abuse to their
attitude toward obligation of report was analyzed, and their perception of
physical and emotional abuse had a significant positive correlation to their
expectations for the effect of report. It indicated that they had more expectations for the effect of report when they were more concerned about
physical and emotional abuse. Fifth, whether the child welfare institution
personnels knew that they were mandated reporters had no significant
correlation to their attitude toward obligation of report.
Sixth, the rate of participation in child-abuse preventive education was
very high among the child welfare institution personnels. Also, they were
highly aware of the necessity of preventive education and the importance of
the roles of welfare personnels. The largest group of the personnels
considered it necessary for child welfare facilities to hire counseling or
therapeutic experts.
The findings of the study showed that the child welfare institution
personnels' perception of child abuse was better than that of the subjects
of earlier studies. In fact, however, it's not easy for them to report due to
their ignorance of the exact criteria of abuse, and many responded that
they were under pressure about post-report responsibility and investigation
process. Therefore accurate criteria of child abuse should be prepared and
publicized, and the government should take strong action for the protection
of reporters.
Given the findings of the study, there are some suggestions: It's
important for the government to set up a child protection system to ensure
the successful prevention of child abuse to step up children's sound growth.
Every local community should take institutional measures to protect
children, and not only mandated reporters but people in general should be
informed what child abuse is. And they should learn that it is national
obligation to report abused children. Thus, it's required to change people's
way of looking at child abuse and to draw their attention to this issue.
