The purpose of this study was to analyse the contents of the current law and two law proposals
on supporting students with low achievement to present some implications on the theory and the
practice in the field of supporting low achieving students. As target regulations, the Elementary and
Secondary Education Law and two law proposals were selected and analyzed. As a result, all the
regulations were not sufficient to secure necessary supports from schools for students with low
achievement in schools. the Elementary and Secondary Education Law did not address
diagnosis-related supports, and two proposals requested installation of many organizations or institutes
even though there is no clear urgent needs for that. Meanwhile, unlike the current law, two
proposals stipulated the necessity of hiring or designating personals for teaching and supporting
students with low achievement only. Nonetheless, all the regulations did not mention on securing
professionality of those personals except on in-service training.
