고령사회를 넘어 초고령사회를 향한 고령화의 급속한 진행이 현재 우리 사회에 어떤 문제가 나타나는가? 노인의 소득보장과 고용, 건강보장과 돌 봄, 저출산, 노인의 삶의 질에 초점을 맞춘 새로운 패러다임을 찾을 수 있 을 것으로 기대한다. 저출산 현상의 해결을 위해서는 육아비 보조, 사교육 비 절감, 공교육의 내실화 등의 사회적인 지원체계를 준비하는 것이 무엇보 다도 중요하다. 저출산 인구고령화 대책은 현재 해결해야 될 가장 중요한 과제이며, 인구고령화의 대책은 노인이 자립생활을 할 수 있는 복지정책을 수립하는데 그 목적이 있다. 노인은 자신이 가지고 있는 경제적인 능력과 지식은 자원봉사 등에 참여함으로써 주민참여의 복지를 실현할 수 있다. 노 인은 도움을 받는 측면에서 사회에 기여하는 측면으로 이미지와 시각의 변 화가 이루어져야 하며, 노인이 가지고 있는 자원을 한층 활용하기 위해 노 인이 노동생산 활동에 참여할 수 있는 환경이 이루어져야 한다.
What kind of problems do we see in our society now that the rapid progress of aging beyond the aged society toward the superaged society? We expect to find a new paradigm focusing on income security, employment, health care and care, low birth, and quality of life for the elderly.
