The purpose of this research is to analyze the change in international trade caused by the development of digital economy, and to suggest the policy directions to deal with this change. The main discussion of this paper can be summarized as follows. International trade, thanks to the development of digital economy,has been changed in the following directions as the increase of the portion of service trade, the blurring of the distinction between goods and services, the increase of the portion of information embedded in goods.As a result, the trade opportunities of developing countries and SMEs are also on the increase. The term of digital trade, whose concept is more comprehensive than that of electronic commerce, reflects this trend very well. For the proliferation of digital trade, both free move of data among nations and their free usage should be guaranteed. However, it is not easy because there is another principle such as the protection of personal information. For the resolution of these problems, new digital trade agreement should be considered with the more deep utilization of the current WTO norms such as GATT and GATS.
