\"본 연구는 지역사회복지 관점에서 지방자치시대의 지방행정 역할 중 주민자치센터의 기능과 운영에 대한 실태와 문제점을 파악하여 상대적으로 약화된 주민자치센터의 지역사회복지 기능의 강화 방안을 제시하려는데 그 목적이 있다. 본 연구를 위하여 고양시의 지역복지정책에 관한 이론적 고찰과 현황 및 실태를 분석하였으며 문헌조사와 실증연구로 고양시 주민자치센터의 주민자치위원을 대상으로 설문조사를 실시하였다. 이상의 연구결과로 주민자치센터에 지역사회복지 기능의 활성화는 잘 이루어 지지 않고 있었고 따라서 주민자치센터의 지역사회복지 기능 강화를 위한 방안으로 지방행정역할과 주민자치위원들이 무엇을 추구하는지 어떠한 특성을 가지고 있는지를 살펴보았다.\"
"This study aimed to suggest the strengthening methods of social welfare function of the comparatively weakened the community center by grasping the actual conditions and current problems of community center function in the local autonomy era. For this study, it was analysed by the internal materials of local government which are theoretical inquiries and the circumstances of the policy of regional welfare. It was searched by the related references which rely on the domestic and foreign books, academic papers, government periodical publications, it was also included in the survey for the social welfare function of the community center for positive research. The above result of study is based on the community center, actually it's not activated in spite of the social welfare function of the community center because too attaching importance to culture, leisure and education.
