This article deals with the issues of unifying various associations for special task executors, which have been jumbled up nationwide. In order that each association can be guaranteed for its own rights and interests like supports from the government, it would be essential to establish a unified body encompassing these associations. Given that unifying communication channels between these associations and the government would make it much more effective and easier to coordinate these associations' differing opinions and to reflect them into policies, the government should be positive in its supports to establishing a unified association. By doing so, the government will be able to create a new model of governance, in which various associations for special task executors can participate in the policy making process, and to achieve substantial policy outcomes.
