군이 자치하는 비중이 매우 큰 것은 러시아 군사문화의 특성 중 하나이다. 러시아의 군인, 특히 러시아 장교는 과거 재정러시아 시대를 비롯해 구소련이나, 현대 러시아에 이르기까지 항상 러시아 사회를 최전선에서 이끌어가는 지도적 그룹이었으며, 명예와 자부심을 생명으로 하는 인텔리겐치아로 인식되었다. 러시아에서 군에 대한 인식이 이렇게 높아진 중요한 원인을 국가적 차원에서 군을 사회적 존경의 대상으로 우대하고, 조국을 위해 헌신하는 수호자로서의 이미지를 강화하는 상징정책의 강화와 특수학교제도로서 군사조기교육의 확대를 꼽을 수 있다. 특히 제2차 세계대전 참전용사에 대한 전 국민적인 존경과그들에 대한 국가의 지원은 타의 추종을 불허할 정도이다. 특히 페레스트로이카를 거치면서 총체적적인 체제전환의 어려움 속에서도 러시아 정부는 군인과 제대군인 및 보훈단체 에 대한 사회적 지원을 제한하지 않았다. 러시아 정부의 이러한 노력으로 인해 러시아 제대군인과 보훈단체의 사회적 지위는 기타 사회 구성원들에 비해 높은 편에 속하게 되었고, 이들이 국가와 사회의 중심적 역할을 담당할 수 있게 해주었다. 또한 러시아 제대군인 및 보훈단체의 사회적 역할을 통해 이들은 러시아 국민 대다수에게 신뢰받는 대표적 그룹이 되었으며, ‘승전기념일’과 같은 군 관련 행사에 대한 러시아 국민의 높은 참여도에서 볼 수 있는 것과 같이 애국심 함양과 국민통합을 성공적으로 유지해 올 수 있는 구심점이되었다. 이러한 러시아 제대군인과 보훈단체의 사회적 지위와 역할은 안보의식의 저하와 국가정체성 및 애국심 고갈로 고민하는 우리에게 시사하는 바가 매우 크다.

Analysis ofthe social capital of Russian veterans and military personneland their unions help to define their social roles in Russia.Statisticsshow thatthey are one of the most trusted groups in Russia.Consequently,the Russian veterans and military personneland their unions occupy a high position in society in Russiaand they play an important role as a focus of internal social forces.These factors prove that the Russian military and veterans and their unions are one of the most important social capital to help develop the state.
