This paper discusses strategies for strengthening parents educational civic roles. This discussion is significant because the increase in the parental role in the post-bureaucratic era is not only a trend of the times, but is also connected to the path of future democratic education development. In a rapidly changing society, despite the high level of distrust and dissatisfaction among parents due to the relative backwardness of education, parents are in a state of non-existence , where they are criticized and marginalized. The state of non-existence leaves parents passively spoken beings , and furthermore, the parents are unable to play an active role normally. The in-depth cause of this is diagnosed as the low discursive status of parents , and the counter strategy is discussed in two ways: rebranding and academic strategy. First, as a rebranding for the struggle for recognition, ‘parents, that is, educational citizens’ are proposed and the merits are discussed. Second, the academic strategies for parents are largely ➀ Asking parents anew and getting to know them rightly: reevaluating the value of parents, ② Struggle for recognition through rebranding and securing the significance of parents ③ Analysis and resistance to the hostile culture towards parents ④ Viewing education from a parent’s point of view and the transition to a speaking parent . The academic strategies for parents have expanded meanings beyond simply pursuing the reinforcement of parental roles. They emphasize that they are pursuing a sustainable and democratic educational development model and that the government should play a mediating role while maintaining neutrality between teachers and parents.
