본 연구는 특수교사의 직무특성이 일선관료의 직무특성과 유사성을 가지고 있다는 사고를 바탕으로 일선관료 모형을 적용하여 지적장애 특수학교 자유학기제 담당교사들의 정책집행 과정을 분석하였다. 분석 결과, 일반중학교에서 발생하는 직무환경의 어려움 이외에도 특수학 교 특수성에서 기인한 직무환경의 문제점을 확인할 수 있었으며, 그에 따라 단순화와 정형화 라는 두 가지 대응기제를 보이고 있었다. 연구 결과를 바탕으로 집행자로서의 교사 역할과 범위에 대한 문제, 자유학기제에 대한 중학교 1학년 학생들의 적합성을... -
