셀룰러 네트워크 운영자들은 셀룰러 링크 용량을 초과하는 트래픽 요청을 모바일 사용자들로부터 받는 것에 대해 심각하게 고려한다. 하지만 기존의 pull-based communication model 은 이러한 데이터 급증 문제를 다루는 것에 적당하지 않다. 그래서 이러한 문제점을 해결하기 위해 선행적으로 데이터를 push-based(푸시) 전송하는 모델을 제안한다. 또한, 셀룰러 링크에서의 트래픽 로드를 줄이기 위해 모바일 사용자들 간의 직접 연결(e.g. Wi-Fi)을 사용하는 방식을 사용하고자 한다.
