The strategies for reaching the national goals of basic S&T are as follows ; circled1 enhance the government funding in basic S&T research, circled2 enforce the connection between research and education, circled3 extent S&T linkage internationally, circled4 introduce the priority criteria among the research fields, circled5 increase the effectiveness of government R& D expenditure.
