As increase of electronic journals and raising prices of journals, libraries are faced with a new set of decisions related to acquisitions and services, It is necessary to evaluate before selecting journals to enlarge the area of the journal service and justify budget-investment to limited funds. The purpose of this study is to establish the policy of acquisition which enables use to select the electronic journals through applying proper evaluating methods to meet the peculiarities and goal of the organization. So this study is to review ways to measure the value of current collection and candidate collection using metrics developed in order to measure the value of the electronic journals at the University of Maryland and to recommend needed data measures and evaluation indicator for evaluating the electronic journals
