이 연구는 BTL(Build-Transfer-Lease)방식에 의한 공공도서관 건립 현황을 조사하여, 이 방식의 문제점을 지적하고, 그 개선점을 제안하여 효율적인 도서관 시설 확충 방안을 모색하는 데 그 목적이 있다. 이 연구 수행을 위해 문헌조사, 현장조사 그리고 인터뷰 방법을 이용하였다. 우리 정부는 부족한 공공도서관 시설을 확충하기 위해 민간투자방식의 한 유형인 BTL방식을 채택하고 있다. 2008년 현재 이 방식에 의해 6개 지자체에서, 1개의 도서관이 건립되었고 8개 도서관의 건립이 추진되고 있다. 이 연구는 BTL방식에 의한 도서관 건립이 대형 도서관 건립 형태로 추진되고 있음을 지적하고, 개별 사업으로 소규모 도서관을 여러 개 건립하는 것이 부족한 공공도서관 시설을 효과적으로 확충하는 방안이 될 수 있음을 제안한다.
This study examines public libraries being built using the BTL (Build-Transfer-Lease) method, which is one type of Private Finance Initiative, in order to investigate effective ways of building public libraries in Korea. A literature search, field research and interviews were the methods used for the study. One library was built and eight other libraries are in the process of construction using the BTL method in six cities in Korea in 2008. The study revealed that the bigger libraries are being built using the BTL method. The study suggests that in order to effectively increase the public library infrastructure within a short period of time in Korea, smaller libraries should be built using the BTL method.
