본 연구의 목적은 국내 기록관리 관련기관들이 전자기록물 이관의 실제 업무에서 효율적으로 사용할 수 있는 실무에 초점을 둔 이관 절차의 개발에 있다. 이 연구의 목적을 달성하기 위하여 ISO, AHDS, CCSDS와 같은 국외의 다양한 이관 절차를 분석하고, 국내 정부부처 중 한 기관을 테스트베드 대상으로 선정하여 국내의 기록물 이관업무에 요구되는 사항들을 조사 분석하고, 이를 종합하여 국내 상황에 적합한 이관절차를 개발하여 제안하였다. 개발된 절차는 사례연구와 다양한 국제 사실상 표준들의 분석을 토대로 도출되었다는 점에서 의의를 갖는다.
The study aims at providing a practical, rather then conceptual, guideline for transferring electronic records for the purpose of applicable to the archives in Korea. To achieve this purpose the study analyzed ISO, AHDS, and CCSDS transfer guidelines, examined requirements for transferring records in one Korean government agency as a testbed, and finally developed a proposed guideline for e-records transfer that is suitable for Korea settings. The study is deemed significant in that the proposed guideline is derived from a case study and analysis of major transfer guidelines available.
