Recently, government announces the plan of operation, Government 3.0, for the adjusted service to people. This will be realized through actively opening and sharing data as well as communicating and collaborating between government departments. This policy requires winning the sympathy with people by opening government data, and also emphasizes the importance of analyzing and utilizing between public data and social big data. In field of disaster management, it also requires the technique development using big data analysis. In this paper, we introduce the disaster issues sensing model through monitoring social big data created by social media.
