The purpose of this study was to analyze the factors of shadow education demand in Korea. In this study, According to the principles of behavior model, I designed a conceptual framework for analyzing shadow eduction demand. Analytical explanation model consists of agent, educational system, shadow education market, stake holders, a series of regulative rules, perception, constitutive rule etc. I focus on some point of view, a) the reason why people needs shadow education demand, b) the factors involved to forming shadow education demand. c) a series of process of forming shadow education demand. If we find the answer of research question, we can govern effectively the shadow education problem. Shadow education is caused by corelation among personal traits, family back ground, social environment, school system, entrance examination system, group dynamics of stake holders, a series of regulative rules, social value system, and shadow education market factor. Policy logic for governing shadow education demand is a) to change of agent's perception, belief system, and frame of reference. b) to change of concept and behavior. c) to change of behavior constitutive rule. d) restructuring school system. e) to reform of higher education system and university operating system. f) to take improvement of entrance examination system. g) to change of regulative rules. h) to make renewal of entrance examination-oriented culture.
