This study aims to draw policy factors through a demand survey focusing on persons
with outdoor recreation activities for diffusion of family leisure culture which shows
positive effect on family cohesion function and social problems solution and then, to
determine consumer-oriented priority. For this, mixed-methods design was adopted.
First, policy factors were drawn to diffuse family leisure culture by using qualitative
research and then, determination of priority was done as quantitative research. The
result is as follows. First, top priority among policy factors for diffusion of family
leisure culture was realistic policy of family leisure support; second, priority 2 was
establishment of infra for family leisure; third, priority 3 was to expand recognition
on importance of family leisure; fourth, priority 4 was to raise professional manpower
and to develop programs for educational effect; fifth, priority 5 was to develop policy
for eco-friendly outdoor recreation; and, sixth, priority 6 was to improve
safety-related policy. It may be said that policy factors drawn through this research
have a meaning because redistributive policy, regulatory policy as well as distributive
policy were properly utilized while previous leisure policy was a distributive policy
generally applying accelerative intervention strategy for good use of leisure, Result of
this study suggested political implications and basic data for subsequent researches for
diffusion of family leisure culture and therefore, it can be widely used by
researchers, academic, political and industrial world through organic combination with
related researches.
