The purpose of this study is to provide the more effective counseling interventions by classifying the complicated problems of the youth in the hierarchy. For this investigation, 359 YC and youth who are requested on Youth Counseling and Walfare Center completed the questionnaires. And it analyzed the four problem types and the counseling needs. ‘Personal problems’, family problems', 'school and peer problems', and ‘community problems’ are the major youth problem types and are categorized as the two-layers hierarchical analysis showed that in each of these types are classified as high-risk and low-risk layers hierarchy. High-risk layers coexist with two or more types of complex question types, and low-risk were found in type with less than one low-risk layers. By analyzing the counseling needs of each layer, the internal and family factors to inhibit the counseling effectiveness are significantly higher than the low-risk layer in statistics. The result is that a high risk hierarchy is in high for negative personality, and depressive temperament, so that it is necessary to deal with this effective counseling compared to low-risk inner substrate layer. It suggests that family counseling intervention are needed for the high risk hierarchy because family of indifference, conflict and discord, etc are in problems in the risk hierarchy. It determines the types and status of the client of the Youth Companion, understands their counseling needs, and draws the factors to lead counseling successfully, so that it finally suggests the policy propositions. As a result, it suggests the ongoing studies are needed afterwards such as specific counseling intervention programs based on the various types and the personal characteristics of the youth, and counseling manuals.
