This study is to analyze the state of the arts for information communication ethics education of elementary schools in Korea and foreign countries. Negative effects of information technology like cyber crime, game addiction, and the leaking of private information are on the rise. In foreign countries, government-related organizations, social organizations, and educational institutions have worked on the planning of information ethics education and have continued their efforts for prevention of cyber crimes and game addiction. The educational institution in Korea, The Ministry of Education, Science and Technology is highlighting information communication ethics education in the school curriculum, and public organizations have several campaigns of information ethics. In the past five years, more than 50% of examined papers for information ethics education have focused on the survey of information ethics and game addiction. On the other hand, there are few papers on information curriculum, instructions methods, and program application for information ethics. Therefore, more studies on these areas must be done to conform to the applicability to home and school.
