국가보훈의식 제고를 통한 보훈복지서비스 체계의 확립과 통일을 향한 사회적 인 식개선과 합의의 노력이 요청되어 왔다. 이와 관련하여 사회통합과 통일을 향한 거버 넌스는 애국심과 안보의식을 바탕으로 평생복지시대에 부응하는 보훈복지서비스전달 체계 구축의 필요성을 시사한다. 따라서 본 연구는 국가의 정책기조 하에 보훈대상자 에 대한 다양한 복지서비스를 제공하는 지방자치단체 중심의 사회복지전달체계와 연 계된 보훈복지서비스전달체계 확립과 통일시대를 준비하기 위한 복지거버넌스의 기 본 방향 제시를 목적으로 한다. 이에 사회복지정책으로서 국가보훈제도와 관련 법체 계를 분석하고 통합서비스를 목적으로 한 지방자치단체 중심의 보훈복지서비스전달 체계 확립과 통일복지거버넌스 구축 방안을 제언하였다.
It has been demanded to make efforts to establish the patriots and veterans welfare system by raising awareness of national patriots and veterans affairs and also enhance social awareness of unification and come into agreement on it. Concerning this, governance oriented to social integration and unification implies the necessity to establish a system to provide lifelong social welfare and patriots and veterans welfare service in welfare governance based on national patriots and veterans affairs and awareness of national security. Accordingly, it is needed for local autonomous entities to play roles in welfare governance in order to build a patriots and veterans welfare delivery system centering around a local autonomous entity in charge of various welfare services for patriots and veterans and prepare for unification. Therefore, this study has analyzed national patriots and veterans policy and its legislation system as the systems of social welfare, considered how to support welfare governance regarding preparation for unification education and unification, and suggested ways to establish a patriots and veterans welfare delivery system and unification welfare governance centering around a local autonomous entity.
