본 연구는 국가유공자 보훈선양과 나라사랑교육지원확대가 호국정신구현에 중요하 고 이렇게해서 확립된 호국정신구현이 어떤 효과가 있는지를 분석한 논문이다. 우선 호국정신구현을 위한 이론적 논의는 유공자선양관련 선행연구 분석과 유공자선양에 대한 이론적 검토에서 다루었다. 순국선열, 호국영령에 대한 예우수준이 어떤지를 보 면 호국 정신확립과 보훈복지가 제대로 되는지를 알 수 있다. 애국정신을 후손에게 어떻게 전승하는지를 보면 그 나라가 얼마나 정체성과 국민통합을 소중히 여기는지 알 수 있다. 그리고 애국정신을 후손에게 전수할 때 미래의 소중한 가치인 남북통일 실천과제의 중요성도 함께 교육해야 한다. 본 연구에서는 호국정신구현을 위한 국가 유공자보훈선양과 나라사랑교육지원 실천현황을 분석하면서, 첫째, 독립유공자보상현 황, 둘째, 국가유공자-보상현황, 셋째, 나라사랑교육-예산지원현황 등을 분석하였다. 이를 바탕으로 호국정신구현을 위한 실천과 그 효과를 분석하였다. 실천에서는 앞으 로의 과제로 보훈선양예산증액의 당위성을 다루었다. 첫째, 독립유공자예우 증대, 둘 째, 6·25참전유공자 예우 증대, 셋째, 나라사랑교육지원확대 등으로 대별하여 분석하 였다. 이렇게 해야 국가가 위기시 구성원들은 나라사랑을 위한 희생에 참여하리라 본 다. 그리고 국가는 국민을 끝까지 보호하고 책임져야 할 것이다. 이렇게 양자가 합치 될 때 비로소 국가의 정체성과 개인의 정체성이 일치되면서 자연스럽게 나라사랑정 신, 호국정신이 확립되어 가는 것이라 본다. 이러한 호국정신확립실천의 결과로 다음 과 같은 효과가 있다고 보았다. ① 호국정신구현으로 보훈선진국구축과 호국정신과 보훈의 중요성인식, ② 호국정신구현과 동맹정신의 글로벌 국제공조로 대남도발저지 와 전쟁방지, ③ 호국정신구현으로 정체성확립과 평화통일 구축, 남북통일에 기여한다 고 보았다. 그리고 본 연구가 호국정신구현을 위한 애국유산 계승과 나라사랑교육 확 산의 필요성을 인식하는데 도움을 줄 것으로 인식하였다.
The purpose of this research is that defense and patriotic spirit of the fatherland through commemoration of patriots and veterans are respected in advanced countries and Republic of Korea should keep the spirit for patriots and veterans, war prevention and national security, and unification of North and South Korea. Also this article studies that the defense and patriotic spirit of the fatherland will enhance the national security and increase the activity of love for patriots and veterans for Korea War and independence for fatherland. This article analyzes many of devices for the spirit of the fatherland as follows: ① recognizing a new patriotic martyr, the spirit of revered memory, the souls of the departed war heroes and the defense of the fatherland can establish the defense and patriotic spirit of the fatherland. ② increasing honorable treatment for persons of merit for independence and participation in the Korean War can establish the spirit of the fatherland. ③ transmission and spread of patriotism education can establish the spirit of the fatherland. In order to set up status of government's support for patriots and veterans, Korean government should change from Department of Patriots and Veterans Affairs to Ministry of Patriots and Veterans Affairs. And effectiveness of establishment for the spirit of the fatherland are as follows. First, establishment of advanced countries through national identity and patriotic education can achieve strengthened consciousness of citizens and various activities for patriots and veterans. Second, the spirit of the fatherland can achieve defense and war prevention through the enhanced national security and strengthened inheritance of the defense and patriotic spirit of the fatherland. Also the government should support enough budget to maintain the spirit of the fatherland for a democratic country and to protect the democracy from North Korea's provocations. Third, the spirit of the fatherland can achieve the unification of North and South Korea peacefully. The efforts to increase this spirit of the fatherland is required for the commemoration of patriots and veterans in S. Korea. Activities of patriots and veterans for Korea War and independence for fatherland will proliferate through patriotic education for country love spirit succeeding to descendant forever. The government needs to be interested in the patriots and veterans while they are alive more than patriots and veterans after death as well as the welfare of patriots and veterans families and budget upgrade for transmission and spread of patriotism education.
