국가보훈의 근본이념과 국가보훈정책의 방향은 해당 국가가 지향하는 국가이념과 국 가정체성의 기본틀을 토대로 한다. 국가보훈의 제반영역을 다룸에 있어 자유민주주의 라는 대한민국 국가정체성에 부합하는지에 대한 분석이 선행되어야 한다. 국가정체성 확립교육의 문제점으로 국가관 및 안보교육의 부실, 좌편향 역사교과서의 애국정신 결여, 호국보훈의식의 부재, 한국전쟁에 대한 왜곡, 대한민국 정통성에 대한 평가 절 하와 북한에 대한 우호적 서술, 왜곡된 한미관계와 경제성장 등을 지적하고 정부가 역사교육의 정상화를 통해 국가정체성확립과 보훈의식을 강화해야 할 것이다. 본 논문의 연구목적은 명예로운 보훈정책의 목표와 비전이 결국 한반도 평화통일을 위한 준비과정임을 재확인 하는 것이며 우리나라의 보훈선양정책이 지향해야 할 방향에 대해 모색해 보는데 있다.
The direction of fundamental ideology and policy of veterans follows that of national ideology and identity. Before dealing with the edge of veterans, there should be an analysis on whether it coincides with the national identity of Korea which is liberal democracy. Moreover, this study will point out the drawbacks that hinder the establishment of national identity such as lack of security education, lack of patriotism on left-sided history text books, absence of patriotism, distortion of Korean war, devaluation of Korean orthodoxy and friendly description of North Korea, and distorted relation with USA. The honored spirit of veterans should be encouraged by normalization of history education by the government. The purpose of the study is to reaffirm that honored veteran's goals and visions are practical steps toward the peaceful unification of Korean peninsula. Furthermore, it will investigate the directions which Korean veteran's policy should aim on.
