Recently, the Ombudsman system has been widely considered as a necessary programme in the elderly care facilities(assisted living facilities). Thus, the implementation of Ombudsman programmes in the elderly care facilities should be examined. This study is to review the policy development of Ombudsman programs in national and international circumstances. Secondly, this article provides the case study of Ombudsman program where some elderly care facilities have already operated the program. Thirdly, the research analyzes the Ombudsman system in terms of official approval, mandatory implementation, the right of investigation, professionalism, and the functions of coordination, guidance and recommendation. The Ombudsman program, as presently constituted, has no coercive powers. As a result, this paper suggests that there should be established an state organization or institution(such as 'Elderly Ombudsman Agency') for the elderly abuse screening affairs. Secondly, the 'Elderly Ombudsman Agency' will be legally authorized to investigate elder abuse cases. Moreover, the agency has to community based institution and it can have the rights to consist a member of Ombudsmen. Finally, there should be a conciliation committeethe individual representatives from central government, local government, human rights organizations and the elderly care facilitieswhich can take legal actions to improve regulatory measure and recommend measures based on the assessment of elder abuse cases.
