The purpose of this study is to determine the relationship between predictors of the decoupling of
human resource development institutions in corporations. The specific objectives of this study were set as
follows: first, to identify the relationships between CEO’s support, business environment, system
management, and decoupling of human resource development institutions; second, to identify the
moderating effect of the role of HR department between CEO’s support, business environment, system
management, and decoupling of human resource development institutions. For this analysis, data on 369
corporations (8,034 employees) from the 4th Human Capital Corporate Panel Survey, collected by the
Korea Research Institute for Vocational Education & Training, were used. The findings of this study are
as follows. First, CEO’s support, business environment, and system management were negatively
correlated with the decoupling of human resource development institutions. Second, CEO’s support,
business environment, and system management affected the decoupling of human resource development
institutions. Third, the role of the HR department does not moderate the relationships between CEO’s
support, business environment, system management, and the decoupling of HR development institutions.
Drawing from the findings of this study, several recommendations for practice as well as for future
research were discussed.
