이 연구는 향후 서울특별시에서 전개될 발달장애인 평생교육센터 건립 및 운영에 앞서 발달장애인 평생교육센터 운영에 관한 부모들의 요구를 조사･분석하는 데 목적이 있다. 연구를 위해 서울지역의 발달장애인 부모 607명이 응답한 설문조사 결과를 분석하였다. 연구 결과 첫째, 부모들은 발달장애인의 평생교육 지원을 위해 해결해야 할 가장 시급한 과제로 발달장애인 평생교육기관의 설립과 국가 및 지자체 수준의 전문행정기관의 설립을 꼽았고, 발달장애인 평생교육센터가 건립된다면, 센터의 가장 중요한 역할로 발달장애인을 위한 전문교육기관으로서의 역할, 발달장애인 지역자립생활 지원 역할, 중증의 발달장애인만을 위한 전문교육기관으로서의 역할 등을 꼽았다. 둘째, 센터의 설립 방법은 별도의 발달장애인 평생교육시설 설치, 바람직한 운영 주체는 국가가 가장 높은 순위를 차지하였다. 셋째, 센터의 이용 대상은 발달장애인으로 제한하되 장애정도별, 장애유형별로 나누어 운영하는 것에 찬성한다는 응답이 많았으나 중증장애인으로 제한하는 것은 반대한다는 응답이 더 많은 것으로 나타났다. 넷째, 센터가 가장 주력해야 할 사업으로는 발달장애인 평생교육 프로그램 제공, 재정 지원 및 프로그램 개발이 높게 나타났고, 센터의 운영 방향은 발달장애인만이 참여하는 교육 프로그램 운영이 가장 높은 순위를 차지하였으나 일반인과 발달장애인이 함께 참여하는 교육 프로그램 운영에 대한 요구도 많은 것으로 나타났다. 이상의 연구 결과를 토대로 발달장애인 평생교육센터 운영 방향과 발달장애인 평생교육 활성화 방안에 대하여 논의하였다.
This study is processed based on the demand survey analysis of parents for people with developmental disabilities before developing establishment and management of lifelong education center for people with developmental disabilities in Seoul Special City. For study, results of survey from 607 people of parents of developmental disabilities were analyzed. First of all as a result, the most urgent issue to solve for lifelong education support of developmental disabilities if lifelong education center is to be established, was about three kinds of roles; role as a professional education center for people with developmental disabilities, role as a support for them to live independently in their region, and role as a professional education center for severe developmental disabilities only. Secondly, as a method of center establishment, equipping separate lifelong education facility for people with developmental disabilities and issues about selecting ideal management body were high in ranking. Third, users of the center must be limited to developmental disabilities by degree, and types of their disabilities. However, opinion about limiting users into severe disabilities only received large number of opposition. Lastly, as the main business areas that center has to concentrate were about supplying lifelong education program for developmental disabilities and finance support. Furthermore, for the direction of management, the highest ranked opinion was about developing exclusive program for developmental disabilities only, on the other hand, developing program for both general people and developmental disabilities was demanded in quite large amount of survey. Based on the study result above, management direction of lifelong education center for people with developmental disabilities and vitalization of lifelong education for them were discussed.
