이노우에 고와시는 메이지 헌법과 ‘교육칙어’의 초안을 작성하는데 참여했으며, 당대의 저명한 정치관료였던 사이고 다카모리, 오쿠보 도시미치, 이토 히로부미 등에게 대내외적 정책을 제안하면서 자신의 정치적·교육적 구상을 실현시켜갔던 인물이다. 그 뿐만 아니라 그는 조선과 일본이 체결한 한성조약(1885)이나 청국과 일본이 체결한 텐진조약(1885)에 수행원으로 참여하며 일본이 국제법적 질서 위에서 유리한 위치를 선점할 수 있도록 하는데 공헌하기도 했다. 이처럼 이노우에는 일본이 일본 특유의 근대를 규정해 가는데 중요한 역할을 한 인물이며, 우리의 역사와도 무관한 인물이 아니었음에도 불구하고 우리에게 잘 알려져 있지 않다. 본 논문에서는 이노우에가 문부대신으로 있으면서 구상했던 학제개혁의 내용을 바탕으로 그가 실업교육을 중심으로 하는 학교시스템 전체를 재구축하려 했다는 점, 그러나 추진 과정에서 나타날 수 있는 다양한 집단의 이해관계를 상정하지 않았다는 점, 그리고 그의 교육구상이 국체의식을 전제로 한 것이었다는 점을 제시한다. 이를 바탕으로 이노우에의 교육구상에 관한 연구가 일본 근대교육의 형성과정뿐 아니라 일제강점기 조선총독부의 실업교육정책을 파악하는데 필요하며, 교류사나 관계사 연구의 지평 확대에 단서를 제공할 수 있다는 점을 제시한다.
In this paper, I focused to the discussion about Inoue Kowashi who had played an important role to establish the modern system of Japan. Inoue had participated in drafting the "Constitution of Japan" and "Imperial Rescript on Education", and he had achieved his political and educational plans by proposing the policy about the domestic and foreign issues to the famous political bureaucrats such as Saigo Takamori, Okubo Toshimichi, and Ito Hirobumi. In addition, he participated as an attendant when the Hansung Treaty(漢城條約) and Tenjin Treaty(天津條約) was concluded in 1885, and contributed so that Japan might have the advantageous position on the international legal order. Thus, Inoue was a person who had played a important role for the construction of unique modern Japan and had been involved in the Korean history. Nevertheless, he has not been known much to us. In this paper, I examined the contents and features of the education reform that Inoue Kowashi planned when he was a Minister of Education, Culture, Sports. Moreover, I examined the meaning of the study about Inoue Kowashi.
