In this paper, I focused to the discussion about Inoue Kowashi who had
played an important role to establish the modern system of Japan.
Inoue had participated in drafting the "Constitution of Japan" and
"Imperial Rescript on Education", and he had achieved his political and
educational plans by proposing the policy about the domestic and
foreign issues to the famous political bureaucrats such as Saigo
Takamori, Okubo Toshimichi, and Ito Hirobumi. In addition, he
participated as an attendant when the Hansung Treaty(漢城條約) and
Tenjin Treaty(天津條約) was concluded in 1885, and contributed so that
Japan might have the advantageous position on the international legal
order.
Thus, Inoue was a person who had played a important role for the
construction of unique modern Japan and had been involved in the
Korean history. Nevertheless, he has not been known much to us. In
this paper, I examined the contents and features of the education reform
that Inoue Kowashi planned when he was a Minister of Education,
Culture, Sports. Moreover, I examined the meaning of the study about
Inoue Kowashi.
