The purpose of this study was to examine state of operation and tasks and function of the current, to propose vision and strategic subject to progress in future according to mid/long-term development plan of the current of the youth counseling and welfare center. For this investigation, we first analyzed the relevant literature and precedent study. Next, we conducted in-depth interview of 6 the head of center about environment analysis, vision and strategic subject and development plan of the center. Finally we conducted a survey of 453 staff of 208 centers in the country regarding state of operation and development plan of the center, investigated the actual conditions of job. The result showed that both 'counseling' and 'organization management' got high scores on performance and importance. Also, it was found that center had the opportunity factor that is called extension new business field, the risk factor growth of similar institutions, the strength accumulated know-how of counseling for youth business and the weakness insufficiency of treatment staff get from center. Regarding our vision to go for ten years from now, we suggested that we had to 'a key institution of network of counseling and welfare for youth' and 'a professional organization for solving of youth problem. Finally, we proposed short/mid/long-term development plans according to 'differentiation of function and activation of linking between centers', 'an improvement in business management', 'strengthening of role and aid for local centers' and 'feasibility'.
