최근 근로미약자 중심의 자활사업을 실행하는 조직인 지역자활센터에서는 자활사례관리 를 통한 전문적 실천방법이 더욱 중요해지고 있다. 본 연구의 목적은 정부의 정책 지침 으로 확대되어 온 자활사례관리가 구체적인 현장 기반의 실천 맥락에서 어떻게 개념화 되고 있는지 상향적으로 탐색하는 데 있다. 연구에 사용된 질적 자료는 2015년 보건복 지부에서 발간한 지역자활센터 우수 자활사례관리사례 공모에서 선정된 전국 12개 센 터에 대한 보고서이다. 주제 분석의 결과, 자활사례관리는 클라이언트의 문제 상황, 자 활사업 자체와 차별화된 성과, 실천 원리라는 세 가지 준거 영역에 걸쳐 “노동 의무의 이 행을 받아들이기 어려워하고 노동시장 활동의 제약과 자활근로 구성원 간 적응문제를 겪고 있는 클라이언트를 대상으로 강점 및 임파워먼트 접근, 개인만이 아닌 집단과정에 대한 개입 등의 실천 원리를 적용함으로써 근로역량 강화와 사회적 구성원으로서의 위 상 확립에 초점을 둔 자립저해 요인의 제거라는 성과를 지향”하는 것으로 개념화될 수 있다.
This study qualitatively analyzes twelve cases reported from the self-sufficiency case management data in Local Self-sufficiency Centers. The author uses thematic analysis to identify and organize key themes of the case management for self-sufficiency, with particular attention to the bottom-up conceptualizing processes of case managers' ideas. Themes clustered in three main areas are reviewed by way of the frameworks to the definition of case management itself as 1) problematic situations of the clients, 2) outcomes to achieve by using case management differentiated from self-sufficiency project itself and 3) underpinning practical principles as a way of organizing or accomplishing work around the case. From the main themes, the author attempts to conceptualize what the self-sufficiency case management might mean in a field situation. And then, the conclusion from this study and the theoretical and practical implications for the self-sufficiency case management are offered.
