The students who have lack of reading fluency are likely to show low academic
performance. This is why Braille education emphasizes Braille reading fluency to
accurately understand Braille in a given amount of time. the purpose of this study is
to provide an normative scoring system of Braille reading fluency for Braille users.
The results of the study are as follows.
First, a normative scoring system to compare a Braille student’s reading fluency
to same grade Braille reading students was derived. The scoring system provides
percentile scores according to a student’s grade.
Second, This system provides cut-off scores for four levels of reading fluency
(poor, below average, average, above average).
Third, If a student using magnified text has lower reading fluency scores than
the average student using Braille, this normative scoring system can be used as
evidence data to encourage the students to switch to Braille from magnified text as
learning tool.
