급변하는 미래 사회 변화에 대처하기 위해 역량 중심의 교육과정 운영을 강조하고 있는 2015 개정 교육과정에서 초등 영어 교육과정은 어떻게 운영이 되어야 하는가? 본 연구의 목 적은 교육과정 및 초등 영어 교육에서 역량이 지니는 의미와 교사 중심의 역량 중심 교육과 정 개발·운영을 위해 전환되어야 할 요소들은 무엇인지 살펴보고 시사점을 제안하는데 있다. 이를 위해, 종합적 문헌 탐색 연구를 실시하여 역량 중심 초등 영어 교육과정 재구성, 개발 및 운영의 핵심이라고 할 수 있는 교사의 역량과 그 역량을 신장시키기 위한 방안을 모색하 였다. 먼저 교육과정 개발의 의의와 교육과정에 대한 교사의 오해 및 인식을 살펴보았는데, 문헌 분석결과 교사들은 교육과정을 수정할 수 없는 공문 문서로 오해하거나, 교육과정 개발 의 필요성을 제대로 인식하지 못하고 있었다. 이는 시간, 재정, 교사연수, 경험 부족과 더불어 교육과정 개발 및 재구성에 대한 개념의 모호함 등이 원인으로 분석되었다. 또한 2015 개정 영어 교육과정 분석을 통하여, 이전 교육과정과는 다른 자율적인 교사 중심의 교육과정 운영 이 필요하며, 이를 위해 교육과정 재구성 및 개발에 대한 구체적인 안내가 필요함을 제안하 였다. 마지막으로, 역량 중심의 초등 영어 교육과정 운영을 위해 전환적 관점이 필요한 교사의 전문성, 교사 역할, 영어 교육 방법, 교사 연수의 개선 방향 등을 논의하였다.
Competencies-Based English Curriculum in elementary school(CBEC) has been recently introduced for the purpose of developing students’ practical knowledge and skills needed to function well in today's knowledge-based society. The purpose of this exploratory study is to identify what CBEC is and how teachers can implement the CBEC in elementary school English education. For this purpose, the concept and meaning of curriculum development and curriculum reconstruction were identified. Through comprehensive literature review, the main limitations for curriculum development and curriculum reconstruction were analyzed: teachers mostly developed their curriculum based on textbooks which limited their creative instruction, considered curriculum as a non-touchable official document, and had difficulty in developing or reconstructing curriculum because of limited knowledge, skills, and experiences. In order to implement successful CBEC, it is necessary for English teachers need to transform their perspectives of elementary school English education in future society. For example, English teachers need to reconsider English teachers' competencies not just including communicative competence, but also adding abilities in developing CBEC based on achievement standards rather than only textbooks. In addition, they need to transform Content Based Instruction(CBI) into a uniquely Korean CBI using both English and Korean and engage in participatory professional development programs for those experiences.
