Along with transforms of urban lifes, city PR(public relations) has been highlighted for encouraging
city tourism. The current study aimed to articulate the factors which are responsible to storytelling
effectiveness of city PR program, moreover tried to analyze real city PR program based on the factors.
Through literature review, we articulated content factors(clearness, involvement, truthfulness, and
fun) and structural factors(conflict, characters, plot, and narrator) of the storytelling effectiveness.
Based on the factors, we analyzed Ibagu-gil city PR program. As result, the program had strong links
of storytelling factors, among truthfulness-conflict-characters, and narrator-fun-involvement as
enhancers and inhibitors. More theoretical and practical implications were discussed
