This study was performed in order to analyze performance and problem
about the pilot operation of the lump-sum personnel expenditure system,
which was carried out by 4 Offices of Education in 2010. For this, a part of
organization diagnosis index for the Local Offices of Education was utilized.
A visit and an interview with the Local Offices of Education in pilot
operation were carried out side by side. As a result of analysis, it was
discovered that the operation in line with the purport of the lump-sum
personnel expenditure system is very difficult due to the short period of pilot
operation, to members' lack of recognition in the policy execution process,
and to a conflict with the local councils. Also, the detailed index given the
application of diagnosis index had a part that will need to be modified and
supplemented. The limitation was indicated even to which the model Local
Office of Education is failing to be established the mid-term manpower
operating plan in association with regional educational finance plan and
reorganization. Synthesizing the results of this pilot-operation evaluation, to be
expanded the lump-sum personnel expenditure system into the regional
educational administration institution, the necessity was suggested for the
evaluation on the secondary pilot operation, for the continuous modification &
supplementation in diagnosis index, and for a device of securing
accountability of organization operation according to execution of the
lump-sum personnel expenditure system.
