This study aims to do a comparative analysis the characteristics of the new
high school entrance system and suggest the reform plans for high school
system. This study did a comparative analysis of the policy ideas suggested
by Ministry of Education, Science & Technology and the initiative by National
Assemblyman Jeong-dueon,, and Kim-jinpyeo in the dimension of choice,
efficiency and equity.
In the result of the analysis, two initiatives showed different characteristics
contrary to the policy ideas suggested by Ministry of Education, Science &
Technology. Especially, the policy ideas were positive, but two initiatives were
not in choice. To solve the indicated problems, three basic principles are
presented. They are as in the following. In the dimension of choice, limited
controls over student selection, diversification and autonomy of curriculum in
efficiency and integration for reducing a social polarization in equity.
