The purpose of this study is to analyze the policy for teacher’s performance
payment, which has not been firmly established for the last decade. In a
course of analysis, this study intends to show the core actors of the policy
and to explain the policy process. Research questions are the followings. First,
how have conflicts appeared while implementing the policy of teacher’s
performance payment?; Second, what are characteristics of the policy network?
This study collects data for the network analysis primarily from news reports.
Major findings are as follows. First, the policy of teacher’s performance
payment for the last decade was divided into three different conflict periods.
Second, during the first period, a small number of interest groups participated
in the policy, while the integrity of interaction was low and influences were a
little high. During the second period, both the integrity and influence were
high. The third period showed that both the integrity and influence were low.
Based on the findings, policy implications are suggested. First, participants
and the context of interaction and network should be considered while
pursuing the policy for teacher’s performance payment. Second, there should
be efforts to analyze conflicts during implementing the policy. Third, it is
necessary to prepare an effective mediating agency to negotiate conflicts
between the government and interest groups.
