본 연구는 대학교원들의 고등교육정책에 대한 인식을 이해하고, 고등교육정책에 대한 태도와 수용성을 분석하였다. 연구결과는 다음과 같다. 대학 교원들은 이명박 정부의 고등교육 정책의 목표 달성에 대해 전반적으로 부정적 으로 인식하고 있다. 이명박 정부가 출범 초기부터 대학의 자율성을 강조했음에도 불 구하고, 대학교원들은 대학의 자율성 신장이 제대로 이루어지지 않은 것으로 인식하고 있었다. 이명박 정부의 고등교육 정책에서 추구한 가치는 효율성과 수월성을 강조하여 추진되었고, 반면에 대학교원들은 평등성에 대한 부분은 상대적으로 소흘한 면이 있다 고 인식했다. 고등교육정책을 구체적으로 보면 이명박 정부의 고등교육정책 중에서 가장 성공적인 대표적인 정책이 대학정보공시제였다. 또한 '등록금 인하를 위한 신규 국가장학 사업', ‘대학 교육역량 강화지원 사업’, ‘학부교육 선진화 선도대학(ACE) 지원 사업’ 등 도 지속적으로 추진할 필요가 있다고 보았다. 특히 지방대학 육성 정책은 차기 정부에 서 가장 우선적으로 추진해야 할 정책으로 나타났다.
This study is aimed for understanding the perceptions of the university professors and the analysis of the attitude and receptiveness on the policies of higher education. The results are as follows. Professors perceived negatively about the policies of higher education. Although the president Lee government emphasized the university autonomy, the professors did not recognize the university autonomy not to be enhanced properly. The professors also perceived the value of the president Lee government in higher education emphasized effectiveness and educational excellence. On the other hand the professors recognized it neglected the educational equality. Among the details of policies of higher education the most successful police was the university information disclosure system. The policies of higher education for tuition cuts, the reinforcement of educational capability, Advancement for College Education(ACE), etc, were needed to be implemented continuously. Especially the policy for developing the regional university is to be implemented preferentially in the next government.
