The purpose of this study is a critical examination on 'the abolishing the
direct election system of the local education board members'(new system). If
this study is accomplished successfully, then we can expect to help
operating well the new system and facilitating the future related legislative
activities. For this, the author focuses on the political process and outcomes
of adopting the new system, which will be put into operation from July
2014.
The results of this study are as follows. First, the moment of introducing
the new system is an incomplete merging the local board of education and
Si-Do council on December 20th 2006. Second, the crucial reason of
introducing the new system is the lacks of preparation for a predestined
revising of the educational autonomy law. Third, if there is no any special
measures which have strong impacts on the political environment, the new
system will be operated on schedule. In addition to this, there will be a
heated controversy on the abolishing a direct superintendent election system.
Fourth, the future of the new system still depends on the complicate and
intense political process, which can be detonated by revising bill.
