The purpose of this study was to reveal a possibility of the discourse of 'Competency' for building an
educational community in Korea, focused on the Korean's consciousness about 'Maum'[心]'. Method: I analyzed
the discourse of 'Role' for building an educational community in chapter Ⅱ. And in chapter Ⅲ, I analyzed the
concepts and features of 'Competency' discussed in Korea. I analyzed the consciousness about 'Maum[心]'' of
Korean in chapter Ⅳ. Results: In chapter Ⅱ. I described that the discourse of 'Role' has personality of
structure functionalism, so this has limitations as the discourse for building an educational community which we
can expect a transformation from the agency. In chapter Ⅲ, I derived that 'Competency' instead of 'Role' could
be a theme of the discourse about actors for building an educational community. Moreover, I derived that the
reality of competency could be understood in relation to deep-culture. Thus, I determined to identify the
competency through the consciousness about 'Maum[心]'', which forming Korean deep-culture. In chapter Ⅳ, I
confirmed that the consciousness about 'Maum[心]' meets concept of 'Competency' and implies the original
meaning which can constitute a community. Conclusion: I justified following ; The 'Competency' discourse needs
to be explored with a focus on the Korean's consciousness about 'Maum'. In addition, what needs to be further
explored in this paper is about power of the Maum[心]. I think Korean people have the power to build a
educational community in their consciousness about 'Maum[心]'.
