The study has analyzed procedures taken to establish and legislate a policy
agenda 「Act on School Safety in Injury Prevention and Compensation
(ASSIPC)」. By basing on the theory on policy agenda setting of Cobb, Ross
& Ross(1976), the study has chosen two models decided to be the most
suitable for enacting 「ASSIPC」. For before the regime of 'The Participatory
Government', the study has chosen Outside Initiative Model by considering
facts that various associations such as Korea Federation of Teacher's
Association(KFTA). For after the regime of 'The Participatory Government',
the study has chosen the Mobilization Model to be the most suitable model.
In conclusion, the results of the analysis conducted by utilizing the theory
on policy agenda setting of Cobb & Elder(1972) have shown that a social
issue like the school safety in injury prevention that has been subject for
discussion for a long period of time, cannot be categorized in to a specific
model but has to be implemented in integration of all of the three types of
models.
